Assume clients send pages to swap directly
Must manage limited swap space
Possible DoS
Has no knowledge of logical copies
Difficult to do caching
VMM is smarter
Swap server can still be a separate server
Policy remains external in policy server

VMM keeps the pages on an inactive list
Permits coalescing of logical copies
